Press release
A memorandum that opens the detailed assessment phase
The Strategic Investment Fund of the Democratic Republic of the Congo (FIS-RDC) and its partners, EnPower, Gridworks Partners and Trafigura, signed an investment memorandum on Tuesday 6 October 2026 at the Centre des Congrès de Kinshasa for the Kalumbila–Kolwezi Interconnector Project (KKIP).
The KKIP is an electricity interconnection project between Kalumbila (Zambia) and Kolwezi (Lualaba, DRC). It aims to strengthen the availability and reliability of the power supply in the Lualaba and Haut-Katanga mining corridor.
The investment memorandum formalises the parties’ intention to jointly structure the project. It opens the detailed assessment phase.

The partners
A public-private partnership
FIS-RDC
Co-investor and Congolese institutional partner
EnPower
Project developer, led by a private Congolese company
Gridworks Partners
Co-investor, a subsidiary of British International Investment (BII)
Trafigura
Offtaker and lender

A word from the Chief Executive Officer
“KKIP is the Fund’s inaugural transaction, and it reflects precisely the mandate entrusted to us by the Government. By helping close the Copperbelt’s power deficit, the project will unlock industrial growth, skilled jobs and fiscal revenue for the DRC.
By backing a project led by a private Congolese developer, FIS-RDC is demonstrating that sovereign capital can act as a catalyst for private investment rather than a substitute for it. And by co-investing alongside credible and experienced partners such as Gridworks, we are building the track record that will allow the Fund to mobilise further capital for the country’s strategic infrastructure.”
Expected impacts
Four areas for the mining corridor and the region
- 01
Securing mining power
A more reliable power supply for the mining industry in Lualaba and Haut-Katanga.
- 02
Regional integration
Linking the Zambian and Congolese grids for stronger energy integration.
- 03
Mobilising capital
Attracting private and institutional capital alongside sovereign capital.
- 04
Local benefits
Access to electricity for local communities, skilled jobs, fiscal revenue and industrial growth for the DRC.
